Troop 147, Elberton, GA (Without A Paddle)
After finding the 1st stage, it will take you to a monument, on this somewhere you will find the answers to finish this hunt.
Subtract 1951 from the year the rowing center was opened. ADD that number to the last (3) digits of the North coords. This will give you the last (3) digits for the final's North coords.
Subtract 1938 from the year of the Summer Olympic's. SUBTRACT that number from the last (3) digits of the West coords. This will give you the last (3) digits for the final's West coords.
Cache was approved by ranger at front entrance, he asked for the coords.
