CardinalReviewer: This cache was brought to my attention as being on a guardrail which I have verified.
As of 2011 Virginia Department of Transportation banned any geocaching on their property with the threat of legal action against the cache owner, seekers and Groundspeak for any geocaching related activity on their property. For that reason all caches were removed from rest areas in VA and cachers were asked to remove caches on other VDOT properties such as guardrails and road signs. While the reviewers at that time were not advised to go on "search and destroy missions" for caches on VDOT property they were advised to archive any caches brought to their attention. This one has apparently been flying under the radar for quite some time. Unfortunately it has fallen to me to archive the cache. Please remove your container as soon as possible.
If you have any other caches on guardrails PLEASE remove them as soon as possible and archive those as well.
