These sirens were an early warning device, able to reach a lot of people in a short amount of time. No longer used, we now have the Emergency Broadcast System which uses media transmission, ie television, radio and cell phone. Sometimes called backwards 911 or reverse 911 because this is how you were contacted in the event of an emergency. I believe this is a Federal Model #5 "Bird House".
This is one of eight sirens I know of in this area. You can visit them at GC1VD5B. GC2D0E8, GC281NG, GC2ENZY, GC2JEK9, GC2J5CP and there is one in front of Corvallis Elementary School, San Leandro.
I found another(5-28-11)on the corner of Walnut and 7 Hills Rd. in Castro Valley.
