Since this cache is located near a shopping centre strongly recommend stealth for the sake of the cache and cacher! lol
Located in the carpark of the Emerald Downs shopping centre (suggested carparking area), this is a place where muggles do congregate.
So the difficulty here is juggling the carpark muggles and the muggles driving past in their cars.
The actual placement of the cache should be obvious as you enter the carparking area, but where within that structure?
