Why's That There? Traditional Cache

I'm in an ongoing quest to find urban caches that won't get muggled, and I think this ones a goodie!
Depending on the time of the day, muggles may be abundant or not there at all. Keep an eye out for dog walkers. Windows shouldn't be an issue, but you might glance around to make sure nobody's watching before actually retrieving the cache. Street parking is available nearby, but may be harder to come by in the evenings. Bring your own pen. I'm giving it a difficulty of 3 because of the non-traditional container and the moderate level of stealth required.
When you're looking around for the cache, be sure to ask yourself "why's that there...?"
