You can park right beside each stage; stage two is almost wheelchair accessible (maybe wheelchair negotiable), stages one and three require traversing a very small area of unlevel ground. Be aware of muggles as each of these locations are prone to high muggle activity at different times of the day.

Terrain: 
paved or very hard surface / wheelchair and baby stroller negotiable; less than 500ft from paved parking/road; little or no (less than 6 inches) vegetation growth / encounters with poisonous plants and/or wildlife unlikely; little or no change in elevation / max slope less than 23 degrees.
