Does the snowflake mean "Winter Friendly" or "Available in Winter?" For that matter, what does "Available in Winter" even mean?

You can decide for yourself. Is this one "Friendly" or "Available?"

I'd be willing to bet one thing: This one might be more "Friendly" and "Available" in the winter than in the summer.
