This cache is hidden at a University of Florida parking garage. The terrain rating is due to the fact that an orange parking decal is required weekdays between 8 and 4:30. But, we think this is an easy enough park-and-grab that you should be able to snatch this one at anytime, decal or not.
No worries about GPS reception, it shoud be awesome at the cache site!
