An ample opportunity has been provided for the Cache Owner to respond, but since this opportunity has been ignored, I can only conclude that the cache has been abandoned.

Caches archived under these circumstances are unable to be Unarchived, and this location is now available for the placement of a new cache, by somebody else.

Geocache Description:

"Tranmere" is reputedly old Norse for "cranebird sandbank". I've never seen a cranebird here, but there are oystercatchers, cormorants, and sandpipers. It's also a pretty good place to walk the dog or wet a line, but until now has suffered a dearth of caches.

The cache location isn't hard to figure out, but use a bit of stealth as it is overlooked by muggle-abodes in the distance, and a popular walking track.

FAQ: "Does this cache become submerged from time to time?"
Answer: Yes, I expected it to become submerged during a king tide and this has happened a couple of time since the cache was placed. Please ensure that you replace the screw-top lid and hide it as you found it. Since replacing the cache container, water has not been a problem.
