The above coordinates will take you to the first stage of the cache where you will find a painted wall. From this wall you will need the following information.

A = # of headlights on the car
B = # of green stripes on the window awning
C = # of dogs
D = # of newspapers minus # of balloons
F = first # in the "Department Flag"

Using those numbers the final stage is at
N 39 28.ABC W 080 07.DAF

The final stage is only available from dawn to dusk in a local park and may require some stealth.
