The cache is not at the posted coordinates. The coordinates should put you on the boundary between Maryland and Delaware that was surveyed by Mason and Dixon in 1763-5.
The cache is at:
39 Deg 32.0"A"0 ...and... 75 Deg 46.9"B"8
"A" = length (to nearest foot) of longer side of nearby faded yellow rectangle cement structure
"B" = number of overhead wires closely grouped together. (ignore the lone higher wire)
Check sum A + B = 8
Take the high road to the cache as you enter Maryland.
