cachbefound: It looks like the city recently cleaned out 20 plus years of overgrowth and in the process the cache was removed; or at least most of the container was taken. The cap and the log were all that remained. See photo.

Access to this cache has been challenging in recent years and its legality has been questionable at best. As such I’ve decided that after 14 years it’s time to let this one go.

I apologize to any solvers who had planned to visit any time soon. Thanks to all who solved and visited.
