You are looking for a decon container that is stuck in a hard place for him to get out of. Only let him out long enough to sign the log but he needs to go right back. Becareful of muggle traffic as there is a lot of people that walk the trail along the reservoir.
There is parking right near GZ but I'm sure you're not supposed to park there. If you don't feel like parking there, you can park across the street but please be careful of the traffic as cars speed along there quite fast.
