Juggling debt is the process by which a debtor shifts the owed money between creditors, for example by transferring a credit card balance to a new card before higher interest rates apply, or to take advantage of preferential rates in the retail market. As a strategy, debt juggling requires the money market to have a high level of liquidity, which tends to alter the investment style of investors to active, which leads to incentives to debtors.
