Shortly after they went to a contract hauler they recycled it and made this park, complete with a pool and changing rooms. After a few years the pool cracked and the water all drained away. They fixed it and continued, but the ground underneath was just not stable enough and it happened again. After a few tries they gave up, filled the pool in turning it into a parking lot and converted the changing rooms into a family center. Now that's recycling. On to the cache.
A few notes: Though I saw no PI, there are spots that may develop some. Since this is a wooded are, beware of snakes, bees, spiders and other natural nasties.
Stage 1 
The coords are where you will find the numbers needed to do some simple substitution. The trail-head is just to your left. You can follow it to within a few yards of your destination.

2nd Stage
At the second stage you will need to hunt down a the coords for your second leg. Gloves may be in order or the guardian may stick you. You can continue to follow the trail, or head over the grass and to your right.
Stage 3
Be careful when approaching, depending on the route you take you may be approaching a cliff. Also be cautious of the large animal holes in the area. Didn't see any of the tenants when placing the stage, but you can never tell.
Final
Well if you are looking for the cache than congratulations. Nothing special here just log and go. Cache has started out with a few tradeables and the FTF prize.

Hints: None till after the FTF. Oh and by the way I charge for hints. One DNF will buy you a hint for the stage stuck on. Pretty steep I know, but that is the price.
