Fifty Stinky ONES Mystery Cache

My fiftieth cache had to be something special. Many geocachers (including Doogie Dog) had a hand in crafting this puzzle.
Cache is NOT AT THE POSTED COORDINATES, although it looks to be a stinky place there in the middle of the feedlot.
After some feedback, here's some important information to decode this cipher:
1. This is a derivative of a book cipher, so you will need a key to decipher it.
2. The 16-digit NUMBER key is the first thing you see on this page. Use it one digit at a time!
3. I did not use anything for punctuation or for spaces--you'll have to put them in where you see fit.
4. Everything needed is located within geocaching.com.
5. Use the hint to decipher the West coordinates and a obtain a helpful clue.
