This is a magnetic cache located 6-inches / 15 cm above ground level.
This multi-cache brings your attention to a WW2 plaque that is dedicated to the people of Eastbourne.
The wording on the plaque, also shown below, explains why it is placed here.

This plaque was erected by the Eastbourne Corporation as a tribute to the fortitude shown by the inhabitants of the town during the air-raids of the war of the 1939 - 1945 in this area. The Corporation purchased [ABC] properties which had been severely damaged by air-raids together with [D] other properties erected [E]8 flats and 8 houses and extended the playground of the adjacent school. This plaque was unveiled by the Rt Hon The Earl Jowitt D C L LL D on the 14th day of June 1952
