Ah! Noticed a park with no cache in it - how can that be? Its magnetic. Use stealth as it appears to be a high muggle area.
Sit on the left side of the bench, facing the fountain (turn the water on before you sit down as a distraction). You can reach down under and feel for the cache (by the bolts). Guess you don't need a hint with such specific directons. Right?
