A U-turn with a twist!
This is an interesting U-turn area. Nice that they placed one here. It seems to get used a lot. I like to think of this location as the worlds smallest neighborhood with a very large "Block Watch." Or, perhaps the "dirt island" is a stage and you can perform for the bricks. I'm not sure...
What I am sure about is you are looking for a small tube big enough to fit a set of keys inside. It's an easy find. Please put it back in the same place.
