This puzzle is a Sudoku. (If you aren't familiar with
Sudoku puzzles, google it and try a few
simple ones first.) Unlike the typical 9x9 grids that you see in
the newspaper sudokus, this is a 16x16
grid.
The objective is to fill the 16x16 grid with digits
so that each column, each row, and each of the sixteen 4x4
sub-grids that compose the grid contains all of the digits from 1
to 16.
In addition, the same number may not appear twice in
the same row or column or in any of the sixteen 4x4
sub-grids.
Once you have solved the sudoku, you will then have to figure out which
numbers from the sudoku grid make up
the missing digits of the coordinates:

(Note that the "0" in the above coordinates are
actually the number zero.)
