When did they build this?

In late 2010, they closed off this area for renovations and WOW. New trails, new seating, new playground, new restroom facilities, new pet stations, RV parking and a new area for tents. Decided to hide some caches here to get people out here.
You are searching for my usual camo-painted lock-n-lock.
Should be an easy find. Bring the kids.
