I used to have a puzzle cache on the water here, but over the 3 years it was out here, only 3 people successfully logged it.

You should not need to go past any of the railings, the railings are there for your safety.
The cache is not hidden anywhere on or under the old bridge.
You should not need to crawl through any of the floodgates.
Do not attempt this cache during or after a rain storm.
You don't need to swim or get into any body of water.
There is a good chance that you will end up muddy and/or wet.
