The Geocache Maintenance guideline explains a CO's responsibility towards checking and maintaining the cache when problems are reported. Caches that have been archived for lack of maintenance will not be unarchived. This is explained in the Help Center

I used to be towering over this area - can't remember my birthday but I must be about 100 years old or so. I'm still alive as you can see. In my prime I was consuming about 150 - 250 litres of water per day. The bridge has recently been upgraded which makes traffic a lot easier.
