This mystery must be solved with the general rules of Sudoku, but with some characteristic. Each cell has a different height building. The building height is determined by the number of the cell. The numbers outside the grid indicate how many buildings are visible from this direction. Taller buildings hide the lower buildings behind them. Once solved the sudoku, the final coordinates are obtained with the formula beneath.
