Geocache Description:

In the 1998 film "The X Files", FEMA was an extremely effective government agency that was working to take over the world. I think there were some aliens employed there or something. After the 2005 hurricane season, people were lining up to complain about how incompetent FEMA was. I'm kinda interested in seeing how people see FEMA in another 10 years.
