It seems someone at the Benalla City Council has a sense of humor :)

Once upon a time there was a girl named Dorothy. For some unknown reason she ended up in a faceless part of the industrial zone of Benalla She was told to follow the Yellow Brick Road to find the Wizard of Oz. She found the Yellow Brick Road, but there are no wizards here.
