The cache is a small water proof tube. It is placed in a position where it can be easily accessed and not cause disturbance to anyone.
The actual air raid shelters are on private land. They can be clearly seen on google earth at the following co-ordinates

If you are wanting to visit the actual shelters I note that the Google Earth Street Picture Car has photographed to the end of the lane so I assume the lane is not private though the fields are. (The cache is not in the lane or fields)

When it was realised that an Air raid was to take place the personel who attended this location set a number of fires in the area with the intention of confusing the bomber crews into thinking that this was the bombing target rather than the true position of the City of Belfast which would have been in blackout.
Needless to say this was a particularly dangerous activity as the intention of those who lit the fires was for the germans to bomb them and so the 2 Air raid shelters which can be seen in the field are particularly well protected with thick walls and large coverings of earth.
