The first stage is wheelchair friendly and the second and final stage may be as well depending on the disability. I have taken note of this location a couple of years ago and finally took the time to put this little multi-puzzle together. This is on public property.
The cache is not hidden at the posted coordinates but you will need to go to those coordinates, gather some information from a display near the building and plug in the correct numbers. You will then be able to find the hidden cache and sign the log. At the final please park so that you minimize the visibility of the hiding place.
