This cache (a blue keychain pill container) is located in the bush behind the sign welcoming all to Prince Rupert, which is also known as the City of Rainbows. (Sign no longer refers to the City of Rainbows, but it did when this cache was originally placed.)
The difficulty is based on the size of the cache and the canopy making GPS location jump around, and the terrain is rated as a 3 since there is some significantly uneven ground on the way to the cache.
P.S. Bring a writing stick because you won't find one in the cache.
