Grumpy Stumpy is located in Jubilee Park. The area has walking tracks, mountain biking tracks and sportsgrounds. A map of the tracks can be found here (or google search if the DCC have moved the pages again).
Jubilee Park was first established as 'Tomlinson's Paddock' and later named Jubilee Park after Queen Victoria's Diamond Jubilee in 1887. A diamond jubilee marks a 60th anniversary, a milestone that few monarchs reach. 2012 is the year of Queen Elizabeth II's diamond jubilee celebrations.
Please don't munt the hide. There is a trick to extracting the cache once you've found it and you've most likely got something on or about your person that will help you to earn that smiley.
Update June 2013: As the hide keeps on getting jammed with dirt and stuff I've rejigged it so that the extraction works as intended (see hint, if needed). I'll periodically lengthen the cable ties so please don't get upset about potential girdling.
