Hello and welcome to the John A. Saltsman and Woodland Library Rose Club Memorial Gardens. All of the information needed to solve for the final cache is available within the rose gardens at the library. The final cache is in a Woodland park and all elements of this cache are wheelchair/stroller friendly. The final cache is in public space; don't look on or in any of the nearby residences.
To solve this multi simply explore the rose gardens, answer the listed questions, and plug in the answers. Be careful and thorough when answering the questions!
