It's not that hard, just in a very busy area.
SomeoNNe suggested a cache needed to be in this area, and seeing I have a few others nearby, I had to help out. Just be super stealthy. There's only one side to get this from, but it's exposed on all sides. I put the rating at 3.5 for this reason.
Best sought early morning or very late.
