Construído em 1978 idealizado pelo empresário Udo Schadrack, o projeto é uma réplica da prefeitura de Michelstadt, cidade localizada ao sul da Alemanha.
Até o ano de 1999, foi a sede da Comercial Moellmann. Entre 2002 e 2008 o prédio abrigou a Secretaria Municipal de Turismo e em 2008 foi restaurado e alterado internamente para comportar o centro de compras Havan.

Built in 1978 idealized by the entrepreneur Udo Schadrack, the project is a replica of the town hall in Michelstadt, a city located in southern Germany.
Until 1999 it housed the headquarters of Comercial Moellmann. Between 2002 and 2008 the building housed the Municipal Department of Tourism and in 2008 it was restored and modified to house the Havan department store.
