"They are filled with a special planting media and planted with appropriate plants to aid in this process. They are completely within the public right of way. Those bunkers are between a 1-3 feet deep as the sidewalk goes downhill and there is a foot-high concrete border around them to protect pedestrians. The process looks like something I would stand in the rain to watch and can't wait to see how it works in some big storm.
