You may access this cache from either side of the gate, but it will probably be easier to grab from the outside. Depending on when you visit, the muggle population could be overwhelming! Stealth is needed. However, I'm making this one super-easy to cut down on the searching, crouching and general weirdness that cachers exhibit when looking for a hide.
You'll be looking for a black nano, about chest level, at a turning point on the fence. The only way I could make this easier would be to personally place it in your hand.
