NumberOne Mystery Cache

This cache is not at the co-ordinates stated so you'll need to decode the puzzle to find it.

It is a micro cache with only room for a log book so bring a pen. It is also my first cache so any feedback/criticism/suggestions/generic statements will be most welcome.
