This cache is using a famous cipher code that was originally described in 1553 by Giovan Battista Bellaso and was at one time referred to as 'le chiffre indechiffrable'. Consequently, over the years many have tried and are still trying to implement encryption schemes based on it, only to have them subsequently broken.
The internet has numerous sites dedicated to solving this cipher so maybe they can help you to figure it out, or maybe you have seen it before and know its workings.
Of course that is perfectly ok as I want the enigma to be solved, but hopefully after some hard work and a bit of 'blood oiling the wheels of the machine'.
