There used to be a barrier here that the geocache was hidden in. Recently the developed car park removed the barrier.I have replaced the geocache only a few steps away and its still magnetic. You need to look for something that its attached to. Try not to drop it. VERY BUSY WITH MUGGLES SO PLEASE TAKE CARE WITH THIS UNUSUAL CACHE.
