The name JOE means "Just Off Exit;" these caches are typically placed close to the Interstate and are intended to be an easy way to get a few smileys while traveling.
Cache is off of VA 608, in the parking lot of what I can only assume used to be a gas station, hence the name. Should be a quick and easy cache... park in front lamp post to provide some coverage from on-looking muggles.
