Conséquence de la guerre de 1870, le système défensif Séré de rivières fut construit sur toutes les frontières terrestres de la France. Preuve de cet effort rarement renouvelé au cours de l'histoire, le fort de Villey-le-Sec se présente comme un témoin incontournable de la découverte d'un des plus grands systèmes de fortification.

Pierre angulaire de la place forte de Toul, il présente la particularité d'avoir enserré le village existant dans une enceinte de plus de 3.5 km. Composé de quatre éléments (batteries nord et sud, redan, réduit), Villey-le-Sec constitue le seul exemple de village fortifié à la fin du 19éme. Avec 1300 hommes de garnison et 79 pièces d'artillerie, le fort était l'un des plus grands de France.
