This cache resides by the Memorial Center for Keiko Oguro. Oguro-san is known for her famous kids song. She wrote around 13 songs for NHK's "Minna No Uta" or "Everybody's Song(s)". You do not need to enter the Memorial Center to get the cache but if you decide to, it is open Saturdays and Sundays only from 11am to 5pm (500JPY for adults and 200JPY for children). Inside you will find a concert hall and a collection of goods including antique dolls.
