One Please, on the Rocks Traditional Cache

I've been too busy to geocache between my senior year of high school and work and other life goals I have for myself. Therefore, in the best interest of the game, I'm archiving this cache. Maybe I'll put it back up when I have more time.

You will be walking by the La Crosse river and by the bridge. DO NOT I repeat, DO NOT look on any surface on the road! It's not there! You will definitely want to be wearing shoes for this one. This will need some CITO.
The reason I picked this spot is because in the morning, when you go there, you can see the fog roll off the water and the swallows flying around all over. You are looking for an average sized peanut butter jar. There are some small items in the cache. It is only accesible from one side.
