This cache is easily solved with simple math and a short walk that takes you to a secret garden, hidden from everyone but pedestrians.
I take this walkway whenever I'm running errands in downtown Dover. It's a quiet peaceful place, summer or winter. I don't know who maintains it, but I appreciate their efforts to make a tiny spot of beauty.
The posted coordinates bring you in front of a local eatery that used to be a fire station. Count the letters in the three lines that identify the eatery. Subtract that number from the north latitude. Count the large openings on the first floor where the firefighting vehicles exited, add to it the number of fire hydrants out front, and the number of red fire callboxes on the front of the building. Add that total to the west longitude. That gives you the coordinates for the second waypoint.

At waypoint 2 you will be on the sidewalk in front of another business. I call your attention to the windows. This business actually "dresses" it windows - meaning it creates a display with a theme, and changes it regularly. So you may want to note in your log posting what you saw in the windows. Count the number of glass panes in the two large display windows, and add that to the west longitude where you are standing. Above those large display window panes are smaller, more horizontal rectangular panes of glass. Count all of those panes (be sure to go around the corner). Now look at the awning. Count the number of letters and symbols in the first three words, and subtract the number of letters in the fourth word. Now multiply the number of high rectangular panes by the number found after counting and subtracting the letters and symbols. Add the result to the north longitude where you are standing.

The cache is a small pill bottle hidden in a geo-typical fashion. This is a high muggle area, and they appear without warning from all directions! So move quickly when you get an opening.
There is a pay and display parking lot near the posted coordinates. You can pay 25 cents and park for 20 minutes, which should be long enough to complete the cache. You can park at a pay and display location on a street (but not in a lot), and park 15 minutes for free, which might be enough time. There is some 15 minute free street parking nearby. Or you can park a couple blocks away for free, and walk to this cache, as well as some of the other downtown caches. Paid parking is monitored M-F 9am to 7pm, except for holidays.
