It opened with opening of the Nagano resident cultural center in 1979.
A prefectural Nagano library and a people-of-the-prefecture cultural center (Hokuto culture hall) are located a public inside a garden. The TELEVISION SHINSYU BROADCASTING head office of the Nippon Television series adjoins,and a park is used for the hall of television for 24 hours.
In the neighborhood, Shinshu University, Nagano Red Cross Hospital, the Nagano Olympics venue "big hat", etc. are being located.

長野市の若里公園は長野県民文化会館の開館とともに、1979年（昭和54年）に開園しました。
約6haの芝生広場の中に、公園に先立って移転した県立長野図書館と、県民文化会館（ホクト文化ホール）があります。
日本テレビ系列のテレビ信州（TSB）本社が隣接しており、例年公園は24時間テレビの会場に利用されます。
近隣には信州大学工学部・長野赤十字病院・長野オリンピック会場「ビッグハット」などが立地する副都心地区です。
