The cache is placed next to one of the marvels of the Socialistic construction boom - Winter Palace of Sports. I think it is finished around 1983 and is still one of the few ice skating rinks in the capital. It is on the edge of Studentski grad - the neigbourhood devoted to students , student dorms , stident eateries and one of the liveliest night life in town. Enjoy! Micro , you may want to BYOP and be as stealth as possible as this is muggle heavy area. Best to work in a team.
