The roads are finished, but blocked off. This is a short walk from where you can park. You are looking for a camo'd 35mm film container.
Placing some caches in an area that hasn't yet been developed, but will be someday. Park near this one to grab the round-a-bout cache's... hopefully these are in good spots that will stay the same after the area has been developed.
