Hekinan City is surrounded by water fronts all around; Lake Aburagafuchi in the north, Yahagi River in the east, and Kinuura Bay in the west and south. There are 16 rivers and bridges of 230 or more in the city. Kanori River is in the eastern part of the city. The mouth of Kanori River was connected with Yahagi River near Yonezu Bridge in 1927. And the embankment (length: about 2000 meters) was built to prevent the flood and the mouth of Kanori River was changed to near Kamitsuka Bridge in 1936. Habu Dam “Lake Mikawa” completed in 1963 and is used with the agricultural water “Yahagi Canal”. Kanori River Intake and Hekinan Canal were completed in 1979.
Maehama rice field is located in the southern part of Hekinan City along Yahagi River. The sea was reclaimed and the new rice field was completed in 1827. The rice field became field by the farm land consolidation. The major agricultural products are onions, carrots, sweet potatoes, tomatoes, flowers and so on. And carrot harvesting is No.1 in Aichi Prefecture.

碧南市の外周は水に囲まれています。北の油ヶ淵、東の矢作川と西と南の衣浦湾があります。市内は16本の川と230以上の橋もあり、隣接市への移動は橋を渡らねばならず、矢作川の河口にある三角州です。鹿乗川は市の東部にあります。この川の河口は1927年まで米津橋付近で矢作川に接続されていました。そして、1936年に長さが約2000メートルの堤防が完成して、上塚橋に洪水を防止する目的で河口が移動されました。羽生ダム「三河湖」が1963年に完了して、この水は「矢作用水」で使われています。鹿乗川取水口と碧南用水路は、1979年に建設されました。
前浜地区は矢作川に沿った碧南市の南部にあります。海に堤防を築き前浜新田は1827年に完成されました。田圃は圃場整備により畑に変化して主要な農産品は、タマネギ、ニンジン、サツマイモ、トマト、花などです。そして、ニンジン収穫量は愛知県のNo.1です。
碧南用水路近くに建つ「前浜新田開墾 斉藤倭助翁頌碑」は昭和27年（1952）3月に前浜新田耕作者によって建立されたもの。斉藤倭助は前浜新田開発に深く貢献した人物で、文政10年（1827）5月に海へ向けての堤防を完成させた。その斉藤倭助の碑が南を向いて建てられたのは、偶然ではないだろう。
