The Wendouree Whopper Multi-Cache

This is a 3 stage multi, hence being called a whopper, that will be challenging but loads of fun!
This is my second geocache hide. I like challenging, thought provoking caches where once you finally figure it out, you just want to come back for more!
Unfortunately a rather persistent vandal muggle has spoiled the fun and forced me to alter this multi a little bit. It now only has 3 stages and no more driving around solving puzzles and looking for clues. While the multi has been simplified somewhat it will still be loads of fun so do give it your best shot. 
This multi will take you on an adventure that will challenge you and force you to think outside the box at times 
. I won't be giving away too many hints as the reward afterall lies in solving the puzzle.
The first stage of this multi kicks off in a recreational reserve/park in Wendouree, close to where I live. Wendouree with all it's quirks and often not-so-glorious-rep was my first aussie home since moving to Australia from South Africa in 2010. I decided to place this cache in honour of the place that I called my home away from home.
Muggles can often be found in high frequency in the areas this adventure takes you to so please use stealth at all times. Also please be mindful of replacing the constituents of this multicache as you have found it for other cachers to enjoy also. Lastly and most importantly of all...HAVE FUN!!!!
