August 30, 2004 Hurricane Gaston hits Virginia. Where was Brother Zeke? I was working the twilight shift at Capital One. It was extremely difficult to get home as numerous roads flooded and were closed; crazy was the forecast all week.
After striking the Carolinas as a minimal Category 1 Hurricane, the storm tracked into southern Virginia. Expected to churn through the state as an uneventful storm, Gaston stalled over downtown Richmond and the historic Shockoe Bottom area. Rain cascaded and downpours lasted over five hours. Two locations in Richmond reported over 12 inches of rain.
In The Bottom, streets on adjacent hillsides became waterslides creating a raging river! All of the shops, condominiums, and office buildings in Shockoe Bottom became victims of the Gaston whitewater. Nature seemed to mock the efforts of man. The James River flood wall, completed in 1994, proved useless. Gaston ambushed the city by creating its own James, a watercourse that flowed behind the “protective” barrier.
Gaston struck during rush hour, causing massive traffic jams. Floodwater carried away vehicles, overwhelming roadways within minutes. Dozens of cars floated through the streets, some with occupants pleading for rescue. There were scores of narrow escapes. Flash floods directly resulted in eight fatalities. Five of those were from motorists attempting to drive through flooded roadways, including one who drove around a barricade to do so. Three individuals were killed during rescue attempts.
