Downtown JAX #2 Traditional Cache

I like to jog around downtown Jacksonville and I've noticed a lot of others do, too. I'm adding a few caches in the area that, combined with caches already in the area, should make for a good reason to get out and jog around downtown Jacksonville. Maybe I'll catch you getting one while I'm out for a jog.
If I could select a terrain rating of 1.25, I would. Someone in a wheelchair might be able to retrieve this cache without any help, but it might be just out of reach. If said wheelchair can go about a foot onto grass, it is definitely a 1.
